HUMAN–ORIENTED TRANSPORTATION; AN OPTION IN URBAN GROWTH CONTEXT OF KERMAN CITY IN IRAN

In Iran, the need to allocate required funding from the state and city hall has arisen owing to the execution of public transport and non-motorized transport infrastructure. By keeping this at the backdrop a study has been carried out to have an overview of the content and information related to the traffic and transport system in Kerman city and to know the level of allocation of funds to the traffic and transportation sector along with the urban growth and development in the former development program of Kerman city hall. In addition, the study will also examine the role of human-oriented transportation among the programs and plans of Kerman city hall. Kerman is a historical city and a city of the most importance in the South East of Iran. As the population growth remains uncontrolled in recent decades, movement of a large number of vehicles on the roads have not been regulated or administered by the traffic and transportation authority, which in turn results a mutual conflict between transportation and urban growth issues and therefore there is a requirement to have sustainable transportation programs to manage the existing urban growth and development dynamics. Attaining sustainable advancement and human-oriented transportation in urban sector basically requires to understand a paradigm shift in urban transport development. It is therefore, needful that the programming cycle of urban development must also be studied in order to understand efficiency in allocating funds and improvement in the efficiency of the urban transportation system in Kerman city. The contemporary urban planning and management has many defects like the lack of the integrated land use planning in terms of its organization that initiate the process of utilizing the urban transportation through better management which has an ineffective coordination and improper mechanism, low capacity of the municipality and local authorities' power, lack of finance, and poor execution. Hence there is a need for replacement of prevalent urban planning system using novel and participatory planning ideas which are filling into the past modern urban growth and development context in Kerman city
