Sovereignty in COVID 19 pandemic

Vietnam has almost eradicated COVID-19 oppose to the Czech Republic (CZ). Therefore, the objective of this article was to find the worst and the best indices for the crisis management, theoretical, and managerial purposes. The difference between monthly increases of Covid 19 positive persons of the observed countries was significantly different (H1). The explanation was found in preventive immediate sharp decreases of number of Covid 19 positive persons in Vietnam in the following month, which was not found in the CZ. This finding was generalised a proved as hypotheses about balance between prevention and optimisation of hospital capacities (H3) due to high correlation between capacities of hospitals and its organisation in the Czech Republic oppose to Vietnam. It was concluded that measures emphasising optimisation of hospital capacities due to inefficient therapy and absent vaccine were taken too early in CZ oppose to kept traveling persons in hotels for two weeks and local fast preventive corrections in Vietnam. Discussion have searched broader consequences in sovereignty, conflict of interests, absent risky voice and terror management theory, which are explaining both consequences and prevention against the next pandemic
