Achieving multi-provider and cross-network services is a difficult and expensive problem today. The objective of our thesis is to simplify the realization of such services, for this reason we proposed new control plane mechanisms. In a first part we present a new theoretical framework for the concepts of the control plan. Then in 2nd part we identify the difficulties of achieving multi-provider and cross-network services. Then we show that one of the origins of these difficulties comes from the cooperative nature of the control plane which poses problems that we identify.
