Les mutations du secteur agricole bamiléké (Cameroun) étudiées à travers ses acteurs : Une analyse à partir des localités de Fokoué et de Galim

Changes in the Bamiléké agricultural sector (West Cameroon) have been very important since the mid 80s, marked by a fall in the prices of coffee, by then the main production of the Bamiléké region, and next by the economic crises in Cameroon. In this thesis, the concept of dispositive (Foucault, Moisdon, Maugeri, RIDT-INRA) is the main tool for the analysis of this agricultural sector. A dispositive is a heterogeneous whole that is made up of human, material, non human and immaterial components which are linked to one another and interact with one another and with external factors of the dispositive and these processes leading to observable changes. This research in the Bamiléké country enables us to distinguish and study four types of dispositive : that of traders, NGOs, the state and the UCCAO (Central Union of Agricultural Cooperatives of West Cameroon). Those four do not cooperate amongst themselves and are often structured into chains from the regional level to the level of the farmers and are also dependent on actors at national and international levels. As such, dispositives organized by agricultural input traders each include an international agrochemical firm, a cameroonian importer, wholesalers, retailers and small local hawkers or retailers. The intermediation dispositives, be it NGOs or by the state (through the services of the Ministry of Agriculture and national projects/programmes), go from international donors to common initiative groups (CIG) and their members. UCCAO used to collect/collects for export through its divisional cooperatives and local warehouses. These dispositives are highly influenced by foreign donors (those of the state and those of NGOs), they are also selection and constraint dispositives and offer funding, equipment and other types of support. These concern only a limited number of farmers through their peasant organizations and the search for international funding is a principal determinant of the strategies of the actors involved. The set ups promoted by input traders are tools for market expansion and diffusion of technical advice to their customer farmers. They reach out to a large number of farmers and have the particularity that they are very close to individual farmers. However, the logic of profit and competition often influences the advice that is given.Les mutations du secteur agricole bamiléké (Ouest-Cameroun) ont été très importantes depuis le milieu des années 80, marqué par la chute des prix du café, alors principale production du pays Bamiléké, et par la crise économique au Cameroun. Dans cette thèse, le concept de dispositif (Foucault, Moisdon, Maugeri, RIDT-INRA) est l'outil principal d'analyse de ce secteur agricole. Un dispositif est un ensemble hétérogène de composantes humaines, matérielles, non humaines et immatérielles qui sont liées entre elles et sont en interaction entre elles et avec des facteurs de l'environnement du dispositif, ces processus conduisant à des changements observables. Dans le pays Bamiléké, cette recherche a permis de distinguer et d'étudier quatre types de dispositifs (ceux des commerçants, des ONG, de l'Etat et de l'Union Centrale des Coopératives Agricoles de l'Ouest Cameroun « UCCAO ») ne coopérant pas entre eux et structurés le plus souvent en filières depuis le niveau régional jusqu'aux agriculteurs, et dépendant aussi d'acteurs au niveau national et international. Ainsi, les dispositifs organisés par les commerçants d'intrants agricoles comprennent chacun une firme internationale agrochimique, un importateur camerounais, des grossistes, des détaillants et des petits revendeurs locaux. Les dispositifs d'intermédiation, soit par les ONG, soit par l'État (via les services du ministère de l'Agriculture et les projets/programmes nationaux), vont des bailleurs de fonds internationaux aux groupes d'initiative commune (GIC) et à leurs adhérents agriculteurs. L'UCCAO collectait/collecte pour l'export à travers ses coopératives départementales et leurs magasins locaux. Ces dispositifs fortement influencés par les bailleurs de fonds étrangers (ceux de l'État et ceux des ONG) sont des dispositifs de contrainte et de sélection et offrent des financements, du matériel et bien d'autres appuis. Ils ne touchent qu'un nombre très limité d'agriculteurs à travers les organisations paysannes et la recherche des financements internationaux constitue le principal déterminant des stratégies des acteurs impliqués. Les dispositifs promus par les commerçants d'intrants sont des outils d'expansion du marché et diffusent des conseils techniques auprès des agriculteurs clients. Ils touchent le plus grand nombre d'agriculteurs et ont la particularité d'être en contact avec les agriculteurs individuels.
