L’Oued Bouregreg : enjeux paysagers et patrimoniaux dans une vallée urbaine

The Bouregreg's river valley in Rabat-Salé agglomeration, the capital area of Morocco, has a particular urban, heritage and landscape context. The exceptional character of this valley is linked both, to its heritage in terms of historical sites and monuments inscribed on the UNESCO World Heritage List, to its wetlands classified nationally as a Biological and Ecological Interest Sites (SIBE). Since 2001, the valley has been at the center of a big development project which aims to raise the agglomeration, and the metropolitan region more broadly, to the rank of international metropolises through modern, even sumptuous, equipment and infrastructure. This unprecedented urban dynamic has led to a radical metamorphosis of the valley, impacting its landscape and heritage context. The major problem posed through this research work is to know how this rapid and profound transformation constitutes a real break in the landscape trajectories of the valley, and generates real risks and constraints to the protection of the environment and the heritage of the valley, facing the challenges of modernization and urban, economic and social development in Rabat-Salé agglomeration. In order to respond to this problem, the research approach is based on a landscape diagnosis toput into a global perspective the operational logics of a valley development in an urban space. This is to question the interest of the landscape approach in development projects.La vallée de l’Oued Bouregreg au niveau de l’agglomération Rabat-Salé, la zone capitale du Maroc, s’inscrit dans un contexte urbain, patrimonial et paysager assez particulier. Le caractère exceptionnel de cette vallée est lié à la fois à ses héritages en termes de sites et monuments historiques inscrits sur la liste du patrimoine mondial de l’UNESCO, à ses zones humides classées à l’échelle nationale comme des Sites d’Intérêt Biologique et Ecologique (SIBE). Sur le plan urbain, et depuis 2001, la vallée est au coeur d’un nouveau projet d’aménagement de grande envergure, visant à ériger l’agglomération, et plus largement la région métropolitaine, au rang des métropoles internationales via des équipements et des infrastructures modernes, voire fastueux. Cette dynamique urbaine sans précèdent a engendré une métamorphose radicale de la vallée, impactant son contexte paysager et patrimonial. Une problématique majeure posée à travers ce travail de recherche est de savoir en quoi cette transformation rapide et profonde constitue une réelle rupture dans les trajectoires paysagères de la vallée, et engendre de réels risques et contraintes à la protection de l’environnement et du patrimoine de la vallée, face aux enjeux de la modernisation et du développement urbain, économique et social de l’agglomération de Rabat-Salé. Pour répondre à cette problématique, la démarche de recherche s’appuie sur un diagnostic paysager pour mettre en perspective globale les logiques opératoires d’un aménagement de vallée en milieu urbain.
