This text is not yet introduced before the Scottish Parliament, but the First minister, Nicola Sturgeon defends the jurisdiction of the UK Supreme Court at this stage to determine the legality of a bill which could be related to a reserved matter (the Union between England and Scotland) of the UK Parliament by virtu of the Scotland Act 1998.
