International audienceThis paper analyses the organizational transformations of metropolitan public actor within the framework of a transition to smart city from Rennes and Lyon, metropolises with contrasting visions, through prism of design of services and urban territories highlighting a user-centered approach. The aim is to show how design processes (in a double meaning of “purpose” and “design”) foster mobility paradigm which redraws practices of co-construction linked to forms of urban organization.
