National audienceIn the current context of uncertainty and protean crises, local governments are called upon to reflect on their financial resilience, i.e. their capacity to anticipate, absorb and react to shocks affecting their finances and their level of public services (Barbera et al., 2017). This article proposes a discussion of the concept of financial resilience, illustrated by the results of a European survey of local governments’ top executives conducted in early 2021, on their resilience to the Covid-19 pandemic. It provides food for thought and illustrates different types of resilience capacities in practice.
