Die Luftfeuchtigkeit ist hoch, jedoch sind die Zugangsmöglichkeiten zu den Wasserressourcen begrenzt. Die Entwicklungspläne entsprechen nicht den Umweltbedürfnissen, und sie berücksichtigen auch nicht das lokale Wissenssystem und Ressourcenmanagement. Dadurch werden ländliche Gemeinden vom Staat weiterhin ausgeschlossen, die Frauen als primäre Ressourcennutzerinnen werden nicht in Planung und Ausführung integriert.
