Is the end of growth the limit of planning? : discussing history, causes, aftermaths of urban decline and strategies for shrinking cities in the United States

Die Welt befindet sich in einer Phase des Umbruchs: Die Postmoderne samt ihrer Begleiterscheinungen, der Globalisierung, den neuen Technologien und Kommunikationsformen ist angekommen und verändert unsere Gesellschaften in einem globalen Maßstab und prägt auch unsere Städte. Deindustrialisierung, wirtschaftliche und soziale Transformationen sowie Migration und Suburbanisierung sind die Faktoren, die die urbanen Räume des einundzwanzigsten Jahrhunderts prägen. Die ehemaligen Industriestädte der Vereinigten Staaten zu den Verlierern der Globalisierung und haben mit Bevölkerungsverlusten, Unterversorgung, Armut, Arbeitslosigkeit und sozialen Problemen zu kämpfen. Bevölkerungsverluste bis zu fünfzig Prozent und mehr haben drastische Auswirkungen auf den urbanen Raum. Leer stehende Gebäude, Brachflächen und Zerstörung prägen das Stadtbild. Als Reaktion auf diese Missstände wurden verschiedene Strategien entwickelt, um den Verlust urbaner Strukturen zu kompensieren. Diese Maßnahmen unterscheiden sich stark hinsichtlich ihrer zeitlichen und räumlichen Ausdehnung und den beteiligten Institutionen. Was alle diese Strategien gemeinsam haben ist, dass sie Landschaft als jenes Medium verwenden, das ihre Realisierung ermöglicht. Die Entwicklung der Stadt wird nicht mehr durch Bautätigkeit bestimmt, es ist die Landschaft die die Stadt formt und definiert. Der Verlust an Urbanität in Kombination mit dem hohen Anteil an leerstehenden Flächen macht die Landschaft zu jenem Element, das das urbane Gefüge prägt was wiederum zu einer totalen Transformation der Stadt führt, man kann sogar von einer neuen urbanen Form sprechen. Diese Entwicklungen zu beobachten, zu analysieren und daraus praktische Schlüsse zu ziehen trägt dazu bei, die Strukturen und Lebensumstände in den postindustriellen Städte in den USA zu verbessern. Darüber hinaus entstehen Blickwinkel durch die eine Art von Stadt sichtbar wird, die den zukünftigen globalen Veränderungen und Herausforderungen gewachsen ist.Globalization, accompanied by new technologies and new forms of communication, does not only change our society on a global scale, it also has a major impact on our cities. De-industrialization, economic shifts, social transformations, migration and suburbanization can be named as the most influential factors effecting the creation of cities of the 21st century. The former industrial cities of the United States have to deal with population decline, undersupply, poverty, unemployment and social problems, and the aftermaths are striking. Population decreases of fifty percent or even more have left their mark; abandonment, vacancy, destruction and insufficient infrastructures are determining the image of the city. As a response to this loss of urban structure, numerous innovative strategies have been developed. They range from programs that manage shrinkage on a city-wide level to initiatives utilizing vacant space like urban farming, energy generation, the implementation of green infrastructures or temporary performances making use of vacancy and dereliction. Theses projects differ strongly in terms of their spatial and temporal extent and the parties participating. What all the strategies do have in common is that they are using landscape as the medium that makes their realization possible. Construction and urban development were replaced by landscape as the element that forms and defines the city. The combination of population loss and the surplus of vacant land makes landscape the determining element that shapes the urban fabric which is causing a total transformation; one could even proclaim a new urban form. The observation and analyses of these developments, along with practical conclusions are contributing to an improvement of the urban structures and living conditions for local populations of post-industrial cities in the United States.
