Municipalities and provinces in Brazil at the time of the monarchies : the origins of a tropical federalism

La coopération entre le gouvernement fédéral, les états fédérés, le district fédéral et les communes est la clé de voute du système politique brésilien. Établi en 1988, ce schéma est le résultat de tensions historiques entre des intérêts locaux, des demandes régionales et des projets nationaux. « L’Histoire est écrite par les vainqueurs » et l’actuelle prédominance des instances fédérales, dans le cas brésilien, est à la fois la cause et la conséquence d’une surévaluation de leur rôle dans la genèse de l’État-nation au Brésil. La thèse propose une analyse de l’organisation institutionnelle de l’administration territoriale brésilienne avant l’adoption du régime républicain en 1889. L’Empire du Brésil, a-t-il véritablement été un État unitaire et centralisé ? Les communes et les provinces impériales, ont-elles participé au processus de « state-building » au Brésil ? Grâce à une étude historique qui remonte jusqu’à l’époque coloniale, il sera vu comment les échelons locaux et régionaux de l’Administration impériale brésilienne occupaient une place bien plus importante que celle qu’on leur reconnait usuellement. Pour mieux comprendre les problématiques présentes dans l’éternel « pays du futur », quoi de mieux que de revisiter les expériences passées.Cooperation between the federal government, the federated states, the federal district and the municipalities is the keystone of the Brazilian political system. Established in 1988, this scheme is the result of historical tensions between local interests, regional demands and national projects. “History is written by the victors” and the current predominance of the federal bodies, in the Brazilian case, is both the cause and the consequence of an overvaluation of their role in the genesis of the nation state in Brazil. This thesis manuscript offers an analysis of the institutional organization of the Brazilian territorial administration before the adoption of the Republican Regime in 1889. Was the Empire of Brazil truly a unitary and centralized state? Did the imperial municipalities and provinces participate in the process of state-building in Brazil? Thanks to a historical study that goes back to the colonial period, this manuscript shows how the local and regional levels of the Brazilian Imperial Administration occupied a much more important place than that which is usually given to them.
