Changes in the Legal Regulation of the Green Procurement System in Lithuania

Public sector expenditure on works, goods and services represents around 14% of gross domestic product of the European Union. Used strategically public procurement can have a significant positive impact on the environment. Green procurement is one of the main tools to achieve goals set in the European Green Deal and other strategic EU documents, which helps to reduce the negative impact to the environment. Green procurement was also included in Lithuania’s national strategic documents – 2021-2030 National Progress Plan and the Program of the Eighteenth Government of the Republic of Lithuania. By implementing the goals set in the strategic documents, Lithuania started to reform its green public system in 2021. To reach ambitious goals set in the strategic documents and with the ambition that all public procurement from 2023 have to be green, Lithuania started to reform its green public procurement system by updating the legal framework for green procurement, setting targets and providing measures to achieve green procurement targets
