La gouvernance internationale de l'internet : enjeux et limites

This doctoral thesis entitled ''The international governance of the internet: challenges and limits'' is the culmination of a long research work initiated since its author's participation in the preparations and organization of the World Summit on the information society in the early 2000s. It is made up of units of analysis mobilized, through a qualitative, interpretative methodological approach, to invalidate the possibility of the establishment of "international governance of the internet, multiparty, open to civil society" and confirm the prospects for territorialized governance of the internet network. Under the effect of its political and economic externalities, generated by the generalization of the uses of the web, the regulation of the internet has become an issue of international relations. The role of the States, as actor acting in the ecosystem of the internet is not only prohibitive for its international governance, proclaimed by the WSIS, but also source of its territorialized governances. Even if it very early integrated the research fields of information and communication sciences, internet governance remains an insufficiently explored field of research. This research work was carried out through a holistic approach to the architecture of the internet ecosystem and through an analysis of different chronological layers related to its origin, organization and functioning. It encompasses the different dimensions of the spheres of the internet - technological, economic and political - where power relations are exercised. The intersection of the theoretical frameworks of the International Political Economy and the Political Economy of Communication, for a critical approach to the power relations at stake is another additional element for the question of internet governance, for which the state of art reveals a strong propensity for works dedicated to the fields of regulations and usesLa présente thèse de doctorat intitulée « La gouvernance internationale de l'internet : enjeux et limites » est l'aboutissement d'un long travail de recherche initié depuis une participation de son auteur aux préparatifs et à l'organisation du Sommet Mondial sur la Société de l'Information (SMSI), au début des années 2000. Elle est constituée d'unités d'analyse dans lesquelles l'auteur se propose, selon une approche méthodologique qualitative et interprétative, d'interroger puis d'infirmer la possibilité de la mise en place d'une « gouvernance internationale de l'internet, multipartite, ouverte à la société civile », et confirmer les perspectives de gouvernances territorialisées du réseau internet. Sous l'effet de ses externalités politiques et économiques, engendrées par la généralisation des usages du web, la régulation de l'internet est devenue un enjeu de relations internationales. Le rôle des États, en tant qu'acteurs agissants dans l'écosystème de l'internet, est, non seulement rédhibitoire pour la gouvernance internationale de l'internet proclamée par le SMSI, mais également source de ses gouvernances territorialisées. Même si elle a très tôt intégré les domaines de recherche des sciences de l'information et de la communication, la gouvernance de l'internet demeure un terrain de recherche insuffisamment exploré. Ce travail de recherche a été mené à travers une approche holistique de l'architecture de l'écosystème internet et une analyse de différentes couches chronologiques liées à son origine, son organisation et son fonctionnement. Il englobe les différentes dimensions des sphères d'enjeu de l'internet - technologique, économique et politique - où s'exercent des rapports de pouvoir. Le croisement des cadres théoriques de l’Économie politique internationale (EPI) et de l’Économie politique de la communication (EPC), pour une approche critique des rapports de pouvoir en jeu est un autre élément d'appoint pour la question de la gouvernance de l'internet, dont l'état de l'art révèle une forte propension de travaux dédiés aux domaines de la réglementation et des usages
