El régimen legal del registro de drones: la seguridad jurídica

The research work carried out has as a specific topic and objective to study the registration of drones in the Republic of Paraguay, the situation was precisely analyzed, making use of the doctrine, as well as an interpretation of the regulations that are in force. It was also verified on the different situations that may arise, considering the usefulness and functions that these unmanned aerial vehicles have in order to determine the effects of registering drones; and, also, we proceeded to examine what is the legal regime that precisely regulates said registration, considering the civil and criminal norms, based on responsibility and damage, since it is a very modern type of registration. The registration principles are addressed, so that it can be framed for the registration of drones, since the radical importance of the registration act is considered, managing to fully guarantee legal security, which is configured as a fundamental need for man in society. The methodological process used is that of the bibliographic review, of a descriptive type. It is conclusively highlighted that the effects and consequences produced by registration are of high legal-social value, for which it is urged to promote greater legislation in this regard, emphasizing the responsibilities of the institution in charge of its control, through the stricter application of the requirements to operate such unmanned aerial vehicles.El trabajo de investigación realizado tiene como tema específico y objetivo estudiar el registro de drones en la República del Paraguay, se analizó con precisión la situación planteada, haciendo uso de la doctrina, así como de una interpretación de las normas que se encuentran vigentes. Se verificó igualmente sobre las distintas situaciones que se pueden presentar, considerando la utilidad y funciones que ostentan dichos vehículos aéreos no tripulados para así determinar los efectos del registro de drones; y, también, se procedió a examinar cuál es el régimen jurídico que regula precisamente dicha inscripción, considerando las normas civiles y penales, en base a la responsabilidad y al daño, al tratarse de un tipo de registro muy moderno. Se abordan los principios registrales, de manera que pueda encuadrarse a la matriculación de los drones, pues se considera la radical importancia que tiene el acto registral, logrando garantizar plenamente la seguridad jurídica, la cual se configura como una necesidad fundamental para el hombre en sociedad. El proceso metodológico utilizado es el de la revisión bibliográfica, de tipo descriptivo. Se resalta, conclusivamente, que los efectos y consecuencias producidas por la inscripción registral son un alto valor jurídico-social, por lo cual se insta a promover una mayor legislación al respecto, enfatizar en las responsabilidades de la institución encargada de su control, mediante la aplicación más estricta de los requisitos para operar dichos vehículos aéreos no tripulados
