The potential risk of flood or waterlogging in irrigation districts has increased due to global climate change and intensive human activities. This paper employed a waterlogging process simulation model for flat irrigation districts in the paddy fields to simulate floods under different scenarios. The scenarios of the rainfall conditions, initial storage depths, and work scales are designed, respectively. The risk of flood damage increases as rainfall increases, with a maximum increase of 62.8%, comparing the extreme scenario with the current scenario.
