The problem of this research comes from the need of low-income families for guidance in order to correct the process by which their real incomes increase in the economic system over short, long or medium periods. The activity of these families is exposed to political fluctuations and economic and political decisions. All this requires that intellectual and economic approaches take place between two economic approaches that represent a conflict between two schools in Sudan and internationally, the School of Economic Liberalization and the state of Economic Control. That is, the priority of efficiency, growth or social justice. And what is the appropriate option under the current limited financial resources? The study discussed several hypotheses which are the guidelines and controls of the financial institutions that affect the guidance and development of household income, the general needs and obstacles of the development projects that affect the development of household income. Additionally, the challenges that are created and associated with economic activity have a positive or negative impact on the development of household income. We analyze the methods of economic analysis by using the descriptive and historical method (analysis). The main objectives of the research were to determine the impact of funding given to families and to review the guidelines of development and finance institutions that hold social dimensions. In addition, the obstacles face individuals and families as well. In conclusion, the results and recommendations reviewed The most important results, one of which, the raising of profit margin, the complexity of the procedures of financing banks conditions, and the non-application of the Islamic method. Additionally, the failure of economic liberalization policy in markets control. And one of the most important recommendations reviewed by the expediting proceeding and reducing the profit margin on the institutions of funding According to the decision of Central Bank of Sudan through imposing the financial institutions to work with the controls of the Islamic approach, and state control of the economy to achieve social justice in Limited financial resources through restricting the economic liberalization policy
