REHABILITATION OF PUBLIC REAL ESTATE. THE CASE OF MILITARY AREAS OF PIACENZA

Due to the recent change in the shape and the demands of the public sector in Italy, a large number of governmental properties have been decommissioned or are currently underused. The commercial exploitation of these properties is a priority of the Government, both as a mean to maintain those properties and also to gather financial resources to help the country’s economy. The property portfolio includes military facilities that are no longer viable for deployment. Many of these assets though, still represent a resource to be re-discovered [1] and a strategic element in the development of the cities they are in. This case study is especially relevant due to the amount of military areas analysed and the centrality of their location. Due to its geography, Piacenza has been a military district base throughout its history; military sites cover about 4.5% of the urban area and the conversion of these facilities offers the opportunity to provide a valid response to the current needs of the city, playing a crucial role in the land transformation proces
