We study the possibility of building a universal model describing pion scattering and photoproduction on spin-zero nuclei within the same framework. We show our prediction for photoproduction cross section based on parameters taken from our fit to pion-12C scattering data and demonstrate the importance of the second-order effects arising from the multiple scattering theory
