New Climate Analysis is a research report done within the EU Interreg IV project LoCaRe (Low Carbon Regions, www.locareproject.eu) and its 3 strategic themes: New Energy, New Leadership and New Climate. New Climate refers to the new condition of the Regions in their common initiative to reduce CO2 emissions, regionally and locally: their aim is to find and develop low carbon solutions (policies, strategies, tools, measures), contributing to economic growth at the same time. The Analysis, by exploring the framework with a general socio-economic and environmental context, and by developing a Best Practice methodological approach, tries to find out Regions’ potential signals of transition towards a “low-carbon revolution”.
