Conflicts caused by urban infrastructure projects pose significant threats to city sustainability, particularly in developing countries. Making citizens’ voices heard in EIA decision-making on projects is of value in mitigating interest conflicts between citizens and authorities. However, public participation is hampered by excessive government intervention and low citizens’ willingness. The reasons underlying citizens’ low willingness to participate are unclear and often overlooked in existing studies.
