Reducing CO2 emissions is one of the most urgent and complex collective action problems to be addressed. Therefore, adoption of tools to confront this phenomenon, especially territorial animation and planning tools and their development, depends on the articulation between local, regional and national climate policies, during the different stages of planning and formulation, implementation and monitoring-evaluation. Local authorities have an important role to play in this process and are therefore faced with constraints at different stages. The phases of the development and implementation of a PCAET will be analysed and studied in this report.
