A segregação socioespacial sob a égide do discurso do direito à habitação: O Complexo Aluízio Campos em Campina Grande-PB

The work presented in this research has the objective of analyzing how the (re)production dynamic of urban space in Campina Grande - PB regarding the construction of popular housing in the city has been taking place. The object of study in question is the enterprise Complexo Aluízio Campos, in particular the housing section of said Complex. The writing was developed from a documental research through the reading of the enterprise’s project documents and the city legislation which guides the implementation of the housing policy from 2017 to 2018, as well as a field research and data gathering in the city hall’s municipal organs. From the obtained data, the reflections herein allow us to understand how, in fact, the housing policy and the construction of the compounds in Campina Grande have been imposing the underprivileged population to live in the city’s peripheral areas, denying them the right to the fruition of the urban space and its services fully and generating a socio-spatial segregation planned under the aegis of the right to housing discourse.O trabalho apresentado nesta pesquisa tem o objetivo de analisar como vemacontecendo a dinâmica de (re)produção do espaço urbano de Campina Grande-PB a partir da construção da habitação popular na cidade. O objeto de estudo em questão é o empreendimento do Complexo Aluízio Campos, mais especificamente o setor habitacional deste Complexo. A escrita foi desenvolvida a partir da pesquisa documental através da análise dos documentos do projeto do empreendimento, da legislação municipal que norteia a implantação da política habitacional na cidade no período de 2007 a 2018, da leitura e do levantamento bibliográfico acerca de conceitos como periferia e segregação socioespacial, além de pesquisa de campo e coleta de dados em órgãos municipais da prefeitura. A partir dos dados obtidos as reflexões aqui trazidas nos permitem compreender como, na verdade, a política habitacional e a construção destes conjuntos em Campina Grande vêm impondo à população pobre viver em locais periféricos da cidade, negando-a o direito ao usufruto do espaço urbano e de seus serviços de forma plena e gerando uma segregação socioespacial planejada sob a égide do discurso do direito à habitação
