Apport des outils du contrôle de gestion au pilotage de la performance des administrations publiques : Cas de la Région de Souss-Massa

Management control in the public sector remains one of the subjects that are increasingly attracting the interest of researchers. This managerial practice, which originated in the private sector, is beginning to be introduced into the culture of public management in States, and more particularly in Morocco, within the framework of the New Public Management (NPM). The implementation of a control system and more particularly of management control in the public sphere reinforces the administration model desired by the State and constitutes a source of information and management indicators. The following paper aims to list the tools of management control and their contribution to the steering and improvement of public performance. Thus, and according to the results of the study, tools such as the scorecard, expenditure control, budgeting, and benchmarking have a very significant impact on administrative performance. We explain the methodology followed before presenting the discussion and the contributions of this quantitative research.   Keywords : Management control, public Administration, New public management, performance JEL Classification : H11, H83 Paper type : Empirical research  Le contrôle de gestion dans le secteur public demeure parmi les sujets qui suscitent de plus en plus l’intérêt des chercheurs. Cette pratique managériale qui a vu sa naissance dans le secteur privé commence à s’introduire dans la culture de la gestion publique des États et plus particulièrement le Maroc dans le cadre du New public management (NPM). La mise ne place d’un système de contrôle et plus particulièrement du contrôle de gestion dans la sphère publique renforce le modèle de l’administration souhaité par l’État et constitue une source d’informations et d’indicateurs de gestion. Le papier suivant a pour objectif de lister les outils du contrôle de gestion et leur apport dans le pilotage et l’amélioration de la performance publique. Ainsi, et d’après les résultats de l’étude, on a passé des outils comme le Tableau de bord, la maitrise des dépenses, la budgétisation, et le benchmarking ont un impact très significatif sur la performance administrative.
