The objective of this article is to analyze the strategies of the National Policy for Special Education: equitable, inclusive, and lifelong learning (PNEE), which was instituted by the controversial Decree No. 10.502/2020. The critical-dialectical method of historical-dialectical materialism (MARX, 1985) and the categories of analysis State and contradiction helped to unveil the essence of the object of investigation, inserted in the context of the class antagonisms that reflect the contradictions of the State. In the tone of this debate, by analyzing the documents consulted, it was verified that the strategies of the PNEE and the decree that instituted it, are exclusionary and illegal, since they do not conform to the normative legally sys...
