ONDE ESTIVEMOS E PARA ONDE VAMOS: DESAFIOS E PERSPECTIVAS CONTEMPORÂNEAS À INTEGRAÇÃO SUL-AMERICANA

This article aims to understand the current adversities surrounding the South American integrationist scenario, in order to analyse perspectives for regional integration from the concept of regionalism waves proposed by Souza (2012). The central hypothesis is that South American integration is going through a period of retraction, due to unresolved historical issues, as well as new political and economic challenges intensified by the international situation and external interference in the region. This situation may indicate a period of transition to a new wave of South American regionalism. To achieve the proposed objective, the study will go through historical issues of integration in the region, such as South American independence and Pan-Americanism, developmentalism, closed, open, and post-liberal regionalism, as well as regional blocks developed after the Second World War, such as ALALC, ALADI, CAN, Mercosur, Unasur and Prosur. In general, there is an atrophy of regional cooperation and integration institutions in a situation that, despite being able to fit in as a transition period of South American regionalism, it also allows the authors to reflect on the feasibility of maintaining the notion of waves for the analysis of South American integration.Este artigo visa compreender as atuais adversidades que envolvem o cenário integracionista sul-americano, de modo a analisar perspectivas para a integração regional, a partir do prisma das ondas do regionalismo propostas por Souza (2012). A hipótese central é de que a integração sul-americana passa por período de retração, derivado de questões históricas não resolvidas, assim como novos desafios políticos e econômicos intensificados pela conjuntura internacional e pelas interferências externas na região. Essa situação pode indicar um período de transição para uma nova onda do regionalismo sul-americano. Para alcançar o objetivo proposto, o estudo perpassará por algumas questões históricas da integração na região, como independências sul-americanas e pan-americanismo, desenvolvimentismo, regionalismo fechado, aberto e pós-liberal e blocos regionais desenvolvidos após a Segunda Guerra Mundial - como ALALC, ALADI, CAN, Mercosul, Unasul e Prosul. De modo geral, observa-se o atrofiamento das instituições de cooperação e integração regional em uma conjuntura que, apesar de poder encaixar-se como um período de transição do regionalismo sul-americano, também permite refletir sobre a viabilidade de manter-se a noção de ondas para a análise da integração sul-americana.&nbsp
