The urban regeneration processes, as spatial result of physical, social and economic transformations, of a collective action in continuous evolution based on coalitions and conflicts driven by specific interest, government practices, productive relationships and communicative modes, configure an arena, where opportunities and resources are subject to continuous negotiation and where integration forms coexist in a dynamic way. The use, no-use, and intrinsic values represent the assumption of transformations and, at the same time, guide the change using the assessment tools to support the various stages of the decision-making process, manage resources and their uses, facilitate the interaction between stakeholders and the local community, and verify the results achieved with respect to the objectives. The Centro Direzionale of Naples can be interpreted as the expression of an arena where needs and different interests and conflicts converge, and where it may be significant activating a process of change and regeneration that recognizes the shared values as a condition to identify actions for sustainable projects, aiming to answer to specific situated needs. The Centro Direzionale, born as centrality in which to combine driving activities both from an administrative point of view that economic one, has been progressively configured as a peripheral area, where the urban transformations with the uses and the economic and social dynamics have led to a profound change in the relationship between the center of the city and its satellite areas, the project and the context, the functions and the practices of use during the time, the different categories of users and the gradually settled activities. Today, the Centro Direzionale arises as a theme of reflection for the activation of a process of sustainable urban regeneration able to integrate socio-economic analysis of the territory, planning and urban policies, urban design and architecture, economic-financial assessments and multidimensional evaluations for re-interpreting the existing resources according to an integrated approach, networking uses, relationships, interests, resources and values. The activation of a multilevel and multiscale regeneration process, where it is possible to promote “public, private, people” partnership, identifies the need for approaches that recognize interaction modes where the users as value creation and the interaction between social innovation context and technological innovation context may lead urban and economic transformations. The economic, social and environmental feasibility study and the identification of impacts generated during the time by regeneration processes are an integral part of an approach to the transformations management that recognizes the specificities of the context as “commons”, where the identification of interaction models takes account both of a long-term vision that of situated actions, based on the active involvement of the community sensable to sharing common values, monitoring the use of the commons, promoting collaborative processes able to generate social and economic vitality
