The focus of this study was on the policy-making relationships of elected governing board members, administrators, and faculty members associated with 10 Texas public community colleges, and the impact of community environmental factors upon institutional policy-making. A major thesis that guided this research on educational policy-making was that major policy decisions made by college leaders involve politics because significant bases of power both within and outside the college become involved in the process.
