This study is to determine and analyze the function of the Department of Fisheries in the Development of Aquaculture in Kampar Regency, the research indicators used include implementing the leadership process, mentoring and providing motivation. The population and sample in this study amounted to 18 people, the types and techniques of data collection used consisted of, primary data collected by questionnaires and interviews, and secondary data collected using observation and documentation. Meanwhile, the data analysis technique used is by using sampling technique and incidental sampling. Based on the results and discussion in this study, the researchers assessed and concluded that the function of the Fisheries Service in the development of aquaculture in Kampar Regency was based on indicators.
