The strategic balance between USSR and USA . Definition and problems. A state of balance has been established in the strategic relation between USSR and USA. This balance is the result of a long historical evolution and has required huge efforts of the USSR, which, at the beginning, was in a position of real inferiority. The political «détente» has been favoured by it, but the lack of military «détente» introduces in this balance elements of instability which make the international situation more dangerous. The incapacity of the United States to break the balance in spite of their efforts allows, however, to maintain the risks within certain limits and to hope that a pacific treatement of the historical conflict between imperialism and soc...
