Drawing on the theoretical framework of territorial and urban governance, this paper focuses on changes in urban policies in Naples. Based on the analysis of three policies, it argues that: 1) the City government uses the rhetoric of urban change in the city to build political consensus; 2) the construction of such rhetoric is based on the involvement of the citizens through various tools and forms of participation, in order to create legitimacy around the work of the local administration; 3) the weight of citizens’ participation in the governance networks and the substantive effects of this participation is minimal; 4) the shift from the rhetoric of the announcements to the implementation of the projects and measures leads to symbolic poli...
