International audienceFollowing the 2008 port reform, the three autonomous ports on the western coast of France (Dunkirk, Le Havre and Nantes-Saint-Nazaire) became “Grands ports maritimes” (GPM). While their institutional governance subscribes to a general model, we nevertheless observe local specificities. More than the institutional dimension, the paper will analyse the decision-making mechanism and the structuring of local leaderships according to the representations of the main involved stakeholders of the three port cities.
