Excerpts from the report: This report discusses an administrative mechanism which can be used to either limit or stimulate agricultural production at the least government cost. Land use adjustments would be accomplished using a competitive bid system. With this system, each farmer would specify the price at which he would take land out of production or what payment would induce him to bring land back in production if needed. A competitive bid system is not new. It has been discussed for several years. Research has been conducted which indicated, it was, theoretically, the more efficient system for retiring land.
