PENGUATAN KECERDASAN KEWARGAAN MELALUI GERAKAN FILANTROPI TERHADAP KEBERADAAN KAUM DIFABEL (Studi Fenomenologi Masyarakat Kabupaten Purwakarkata)

The reality of the life of people with disabilities in society as citizens is still not considered and sometimes they get discriminatory actions. This is related to the form of physical, mental and intellectual differences. This causes the inability to perform certain activities. These differences give a bad stigma to the existence of people with disabilities. Bad stigma against people with disabilities can cause psychological trauma and have an impact on overall failure for personal life, family and even influence. Therefore, it is necessary to study and follow up on the reality of perceptions formed in the community towards the existence of people with disabilities and policies that support the fulfillment of the rights of people with disabilities as citizens. The purpose of this study was to analyze 1) public perception of the existence of people with disabilities as members of the community in Purwakartarta Regency, 2) Purwakarta Regency Government policies related to the fulfillment of the rights of people with disabilities as citizens, 3) Philanthropy movement carried out by the community in the form of direct assistance. or advocacy for the fulfillment of the rights of people with disabilities. To find out this reality, this research uses a qualitative approach with a case study method. In accordance with the approaches and methods used to find out facts and obtain data, interviews, observations, documentation studies, and literature studies. After conducting research in the field, research results were obtained which include: 1) the perception and stigma formed by the people of Purwakarta Regency towards the existence of people with disabilities as evidenced by good care and affection. This is illustrated by non-discriminatory actions and views people with disabilities as citizens whose rights must be respected and fulfilled. 2) The form of government attention related to the fulfillment of the rights of people with disabilities is evidenced by the making of regulations, ranging from laws and regulations, one of which is Law No. 8 of 2016, to the establishment of the Purwakarta Regency Regional Regulation (PERDA) No. 8 of 2018. Although However, the implementation of these policies has not been carried out optimally, in terms of existing constraints such as budget costs and overlapping data on persons with disabilities. 3) Philanthropic movements carried out by the community are carried out in the form of economic assistance, providing training and education for people with disabilities and so on. The Philanthropy Movement carried out by the government is carried out by providing aids for people with disabilities such as canes, wheelchairs, hearing aids and so on
