Combined with the requirements of low-carbon transformation of power system, this paper points out the existing problems in power and energy balance of new power system under the dual carbon target. The technical solutions for electric power balance are summarized from the perspectives of planning and operation. The concept of “carbon correlation” is proposed to quantitatively represent the matching degree between equipment characteristics and dual carbon paths, which can provide alternative reference for planning.
