De l'intérêt de la diplomatie d'entreprise : les enjeux de la représentation française dans le golfe Arabo-Persique des années 1950 aux années 1970

The contemporary history of the Persian Gulf has been marked by the British presence since 1819. Great Britain favoured the growing internationalization of this region and the progressive creation of this composite space called "Middle East". France became involved later through its participation in oil concessions. In Iraq and the Emirates, it has thus established its influence, since 1928, through its interests in the Iraq Petroleum Company. However, while the Anglo-Saxons had thousands of expatriates on the ground, France had only a hundred or so, remaining mostly isolated. To limit this weakness, it relied, with the help of the Compagnie française des pétroles, on a local network integrated into the company and reflecting its evolution. At the beginning, this network was mainly composed of Lebanese, but as the latter were increasingly frowned upon by the local authorities, it evolved to include nationals. The French presence in the Gulf has long been approached from the perspective of a history of international economic relations, illustrated by the works of André Nouschi in France, Edward Peter Fitzgerald in the 1990s, from the school of Business History, Nicolas Chigot, or Philippe Tristani. We propose to reverse this perspective and not to make an economic history of the company, but to demonstrate that the sources of the company are today the most capable of helping to write a history of the field and of the various actors who participate in the redefinition of the balance of power between Westerners and oil-producing countries. We therefore propose to approach the subject by placing the company, the men who run it and their local contacts at the heart of the reflection. Thus, in the Emirates, French oil companies established contacts with local officials, companies and foreign powers, before France set up diplomatic representations in 1971. In this sense, the PSC developed a real corporate diplomacy, still little studied by historians, and whose examination participates in a renewed history of contemporary diplomatic practices.L’histoire contemporaine du golfe Arabo-Persique a été marquée par la présence britannique depuis 1819. La Grande-Bretagne a favorisé l’internationalisation croissante de cette région et la progressive création de cet espace composite appelé « Moyen-Orient ». La France s’y engage plus tardivement grâce à ses participations dans les concessions pétrolières. En Irak et dans les Emirats, elle a ainsi assis son influence, depuis 1928, via ses intérêts dans l’Iraq Petroleum Company. Toutefois, si les Anglo-Saxons disposaient de milliers d'expatriés sur place, la France n'en comptait qu'une centaine, restant le plus souvent isolée. Pour limiter cette faiblesse, elle s'appuya, avec l’aide de la Compagnie française des pétroles, sur un réseau local intégré à la société et témoignant de son évolution. A l'origine, celui-ci faisait la part belle aux Libanais, mais, ces derniers étant de plus en plus mal vus par les autorités locales, il évolua pour intégrer des nationaux. La présence française dans le Golfe a longtemps été abordée sous l’angle d’une histoire des relations économiques internationales, illustrée par les travaux d’André Nouschi en France, d’Edward Peter Fitzgerald dans les années 1990, issu de l’école de la Business History, de Nicolas Chigot, ou de Philippe Tristani. Nous nous proposons de renverser cette perspective et de faire non pas une histoire économique de l’entreprise, mais de démontrer que les sources de l’entreprise sont aujourd’hui les plus à même d’aider à écrire une histoire des relations internationales du terrain et des différents acteurs qui participent de la redéfinition du rapport des forces entre Occidentaux et pays pétroliers. Nous nous proposons donc d’aborder le sujet en plaçant l’entreprise, les hommes qui l’animent et leurs interlocuteurs locaux, au cœur de la réflexion. Ainsi, dans les Emirats, les entreprises pétrolières françaises nouèrent des contacts avec les responsables locaux, les entreprises et les puissances étrangères, avant que la France n'y installât des représentations diplomatiques en 1971. En ce sens, la CFP développa une véritable diplomatie d’entreprise, encore peu étudiée par les historiens, et dont l’examen participe d’une histoire renouvelée des pratiques diplomatiques contemporaines
