L'Ingénierie Territoriale comme clé à la prise de décision Politique, dans un contexte énergétique

International audienceThis presentation focuses on territorial engineering and its mode of operation, in an energy context, to fulfill the various missions assigned to it. An essential support for the public decision-maker, territorial engineering must equip itself with an organization and effective tools to provide a good response to the different forms of requests from public decision-makers. Initially, we will define these terms of "request" and "good answer" by specifying the current context of territorial engineering, subjected to new celerities and competences with constraints. In a second step, we will present the methodology implemented in this research, the seven experimental fields that we observed. Finally, we will illustrate with an example, one of the eighty-two operating processes, integrating different scenarios, that we have succeeded in modeling. This study, by allowing a better understanding of the processes and therefore the functioning of territorial engineering, also provides an answer to decision-makers.Cet article s'intéresse à l'ingénierie territoriale et à son mode de fonctionnent pour remplir les différentes missions qui lui reviennent. Accompagnateur incontournable du décideur public, l'ingénierie territoriale doit se doter d'une organisation et d'outils efficaces pour apporter une bonne réponse aux demandes des décideurs publiques. Dans un premier temps, nous définirons ces termes de "demande" et de "bonne réponse" en précisant le contexte actuel de l'ingénierie territoriale. Dans un second temps, nous présenterons la méthodologie mise en oeuvre dans cette recherche, les sept terrains expérimentaux que nous avons observés et nous illustrerons par un exemple, un des quatre-vingt-deux processus de fonctionnement que nous avons réussi à modéliser
