In recent years, public transportation faced two important challenges: to provide high quality service that will satisfy the needs of the final users and to maintain the same costs or even lower it. In order to deal with these two conflicting objectives new innovative transportation systems have been devised and organized. Moreover, in defining the new transportation system, sovranational, national and regional rules must be taken into account
