In the historical moment when the philosophy and practice of Open Government Data benefit from a legal framework more and more accomplished, Italy and France are testing its application to certain categories of personal data for enhancing transparency in the Public Administration. This raises many questions about the (technical and legal) proceedings to ensure an appropriate balance between citizens’ demand for higher transparency and the fundamental right to protection of personal data.
