Framing Development policies in human rights States obligations and monitoring their compliance with negotiated development goals were the two main points that international community needed to address after MDGs` critical experience. At first sight, SDGs negotiations acknowledged HR as a cross-cutting issue that will have to guide goals and targets implementation. However, the ambition of the post-2015 Development Agenda in guaranteeing a more equal distribution of wealth is critical, due to the lack of connections with judicial and para-judicial monitoring processes created by HR protection treaties. Moreover, the indicators presented by the UN Statistical Committee are mainly quantitative indicators, which aim is to monitor symptoms but not juridical causes. In my analysis, I suggest to formally include HR indicators as developed by OHCHR, and in particular structural indicators, who help in capturing the acceptance, intent and commitment of the State to undertake measures in keeping with its human rights obligations
