The article provides a systematic analysis of socially-oriented areas of state regulation as a factor for optimizing the development of physical culture and sports. The formation of modern principles of state policy in the field of physical culture and sports is considered. The formation and genesis of organizational, legal, functional bases of activity of executive bodies of Ukraine in the field of physical culture and sports is explored. The problems of the formation of physical culture in Ukraine are the kinds of manifestations of educational influence, its state and the significance of physical culture in modern society
