Salir de la cárcel en Chile: concentraciones territoriales dispares y ausencia municipal

This article analyzes the return of former inmates to their neighborhoods once they leave prison, emphasizing the needs and barriers that these individuals face in order to reintegrate into Chilean society and the apparent invisibility of this phenomenon. To do this, we calculated prison system’s discharge rates for each municipal territory, based on administrative data from the Prison Bureau (year 2016). Then, for the communes with higher rates we reviewed their websites as well as contacted them by phone to find out what services they may have available for people leaving prison and what were the procedures to obtain access to specialized, social services in the commune. Our results showed that: i) the return of former inmates to their communities occurs disproportionately for certain territories over others ii) most municipalities with highest rates had no specific programs to support the return of former inmates (neighbors who are coming back to the community) and that iii) the invisibility of this phenomenon (concentrations of individuals returning from prison) can have negative implications for both the social integration of the incoming neighbors and the social cohesion of communities where they return to.Este artículo analiza el retorno de personas que han estado encarceladas a sus territorios una vez que dejan la prisión, enfatizando en las necesidades y barreras que estas personas enfrentan para reintegrarse a la sociedad y la aparente invisibilidad del fenómeno en términos de apoyo municipal. Para ello, se calcularon tasas de egreso del sistema penitenciario para cada una de las comunas del país con datos administrativos proporcionados por Gendarmería de Chile (año 2016). Luego, considerando los municipios con mayores tasas, se revisaron sus respectivos sitios web y se contactó vía telefónica a cada una de estas municipalidades, con el fin de conocer qué servicios había disponibles para las personas que egresan de la cárcel. Nuestros resultados muestran que i) el retorno de ex reclusos/as ocurre de manera muy desproporcionada por comunas del país ii) la gran mayoría de los municipios con concentraciones más altas no tenían programas para apoyar el retorno de ex reclusos (vecinos que regresan) a sus territorios y que iii) la invisibilidad de este fenómeno (concentraciones de personas que regresan de la cárcel) puede tener impactos negativos tanto para la integración social de los vecinos que vuelven como para la cohesión social en los territorios donde vuelven
