Latium Industrial heritage construction. Roles and rules in renovation design

For some different productive districts in Latium there’s a "technology coherence" with the contemporary Italian projects for the industry. However the initiative and the entrepreneurship of businessmen are almost completely unrelated to the dynamics of the Latium small towns, and, sometimes, even of Rome. Indeed they could be placed in a broader national business contest. Thus, in many cases, factories construction is not affected by technical and cultural backwardness of the town and the region. For these reasons, we can individuate, frequently, a construction quality so much so it becomes important to study the restoration of this heritage. Unfortunately in many cases (e. g. the paper mills in the southern Lazio) there seem to be no business and financial conditions, in the economic and social field, to trigger own recovery processes. It is therefore necessary framing the problem in a development program, at least, at provincial level. Then it is possible to account the buildings as parts of a heritage network, where the most appropriate renovation tool is a valorization program in public-private partnerships. New possible uses should provide a response to the actual needs of the area, and offer themselves as catalysts of local firms. The relationship between public and private sectors can ensure that, within these sites, one can also form clusters of housing, however related to the specific features of those assets: planimetric highly organized structures, large size constructions, intense relationship building /environment. It is clear, then, how these districts can being the seat of unconventional housing that combine social and economic development of the area: houses/workshop for home-based businesses, homes for artists and professionals, homes for young couples, special housing for elderly and disabled people. Thus the short paper illustrates the particulars of a complex problem and, for reasons of brevity, we propose only one of the case studies handled, the Fibreno paper mill in "Isola del Liri".
