The human rights violations in the Philippines have alarmingly increased in the past few years. The Philippine Constitution, as well as the treaties that the Philippines has become a signatory of, mandates that human rights should be vigilantly upheld at all times. However, the government also has the duty to protect the people from any acts of terrorism whether foreign or domestic. This study aims to look for a balance for the government to be able to perform its responsibilities without sacrificing human life or the sovereignty of the country. In order to attain this objective the researcher conducted in depth analysis of treaties and related laws as well as conducted interviews with authorities and experts
