Problem of Research: Public spots can be defined as short advertisements for certain socially desirable behaviors. While public service ads create awareness on the target audience by considering the public interest, mass media are used to reach the public. By means of mass media, perceptions can be controlled and manipulated, and the desired thoughts and feelings of the masses can be adopted. Purpose of the Study: In this study, it is aimed to analyze the process carried out with the perception management desired to be created on the public by analyzing the public spots published by the Ministry of Health with Covid-19
