A POLÍTICA EXTERNA DO GOVERNO FERNANDO COLLOR E OS EMBATES COM O ITAMARATY

This article analyses how the Collor government's foreign policy opted for a paradigm shift byproposing a "modernisation" of Brazil's international insertion with the "First World" countries and a reduction of Itamaraty's traditional universalist foreign policy, then considered "Third World". Through secondary sources, the article shows how the Collor administration tried to modify Brazilian foreign policy in the period from 1990 to 1992, what was the impact of these changes on the Ministry of Foreign Affairs (MRE) and, finally, how the MRE managed to minimise the impetus of changes in foreign policy that came from the Presidency of the Republic.Este artigo analisa como a política externa do governo Collor optou por uma mudança deparadigma ao propor uma “modernização” da inserção internacional do Brasil com os países do “Primeiro Mundo” e redução da tradicional política externa universalista do Itamaraty, então considerada “terceiromundista”. Por meio de fontes secundárias, o artigo mostra como o governo Collor tentou modificar a política externa brasileira no período de 1990 a 1992, qual o impacto dessas mudanças no Ministério das Relações Exteriores (MRE), e, por fim, como o MRE conseguiu minimizar o ímpeto de mudanças na política externa que vinha da Presidência da República
