When exposed to economic coercion, why do some target states choose to escalate a conflict by retaliating instead of acquiescing or ignoring it altogether? More broadly, what is the nature of the relationship between economic interdependence and conflict today? Whereas many scholars examine economic coercion as tools to be used against “rogue” states, economic pressure applied by partners within shared GVCs represents a fast-growing form of conflict in the 21st century as a substitute to military action.
