PENEGAKAN HUKUM TERHADAP PELANGGARAN MELAWAN ARUS BAGI KENDARAAN RODA DUA DI TINJAU DARI PASAL 106 AYAT (4) UNDANG-UNDANG NOMOR 22 TAHUN 2009 TENTANG LALU LINTAS DAN ANGKUTAN JALAN (Studi Kasus di Polresta Malang Kota)

Along with developments, people's lifestyles are growing, especially in terms of the increasing intensity of motorized vehicle ownership. Thus, it has the potential to increase the use of public roads by the citizen. The party responsible for the use of public roads is none other than the police who are responsible for the safety of all motorists. It is very important to implement this responsibility, especially when there are so many drivers in Malang City who violate command signs or normatively violate Article 106 Paragraph (4) of Law Number 22 of 2009 concerning Road Traffic and Transportation. Although, indeed, there is no explicit prohibition on the contraflow, but there is an obligation in the previous article to be obliged to comply with command signs or prohibition signs. This study applies empirical normative research methods with interview results and based on literature studies as secondary material for support. The focus of the research is on three things, First, law enforcement against contraflow of two-wheeled vehicles, Second, the factors that become obstacles and the efforts of the Police in dealing with obstacles to law enforcement against violations of contraflow of two-wheeled vehicles in Malang City in terms of article 106 Paragraph (4) Law Number 22 of 2009 concerning Traffic and Road Transportation at the Malang City Police Station. The results of the study indicate that law enforcement carried out by the police has been implemented but in Malang City, there are still many people who ignore the regulations due to legal factors, facilities, and law enforcement. Through these problems, the police made efforts by socializing, guarding activities, regulating and patrolling traffic as well as special operations and routine operations
