In September, Hurricane Ida destroyed thousands of homes and killed at least 13 people in Louisiana. But the risks to Gulf Coast residents may not be over. Hurricane Ida also reportedly caused toxic spills from flood-ravaged oil and chemical refineries and exposed people to hazardous materials. These kinds of toxic spills caused by flooding have escaped adequate regulatory controls, argues University of Richmond School of Law professor Noah M. Sachs in a recent article.
