It is on the prudence and wisdom of its citizens that a democratic form of government like ours sustains itself. In the absence of the citizens \u27 education and awareness of the demos\u27, democracy is bound to degenerate into either dictatorship or anarchy. Education, thus, should necessarily gain precedence over all other governmental policies and action. It is doubtful that any child may be reasonably expected to succeed in life, if he is denied the opportunity of an education. When the state undertakes to provide such an opportunity, it is a right that must be made available to all on equal terms.
