L’APPORT DES IDE DANS LE DÉVELOPPEMENT DE LA POLITIQUE URBAINE ET IMMOBILIÈRE DE LA CÔTE D’IVOIRE

A strategic city of the Ivorian economy, Abidjan has experienced an unprecedented demographic and urban acceleration since 1960. The capital presents itself as the main urban city of Côte d'Ivoire. Its geographical, economic and demographic positioning guided us in our observation of the real estate market.Indeed, the urban transformation of the city of Abidjan was accelerated during the so-called period of the Ivorian miracle. This new pace of development has created a dynamic consumer market in Abidjan and above all, a growing real estate market. The regrouping of economic agents in the capital will create on the one hand a need for reorganization of the urban space.On the other hand, it leads the economic growth in a context favorable to the investment in a global way and to the stimulation of the real estate market of this city. This economic and urban dynamism will oblige the State to seek capital for the financing of the policy of urbanization and the optimization of space in the city of Abidjan. In its approach, the Ivorian State will appeal to FDI to meet this structural objective. To understand our study, it is necessary to contextualize the framework of our study on the economic level but also on the historical level.The economic growth of the period of the Ivorian miracle (1960-1980), strongly stimulated by the flow of foreign capital, will very quickly show its limits. At first, the market will be controlled by so-called public or semi-public companies. But thereafter, the insufficiency of the State to produce housing in order to meet the growing real estate need will oblige the State to yield the market to private external actors. This management of urban development in the city of Abidjan will have enormous consequences. Many neighborhoods and homes will be born. Subsequently, prices will experience an unprecedented surge, caused by land speculation in the city of Abidjan. This will be concentrated in certain areas of the city of Abidjan initially, then will extend to other geographical areas of the economic capital.The objective of this thesis is to know the extent and the lack of housing in the city of Abidjan suffered by the impact of foreign direct investment on the Ivorian real estate market. To achieve this objective, it was necessary to take stock of the Abidjan real estate market by describing the evolution of this market. This work was done by describing the demand and supply of housing in Abidjan since 1960, and by determining the factors and the impact of the housing deficit in the city of Abidjan.Then, to circumscribe the actors, the housing prevention policies from 1960 to today in order to understand the imbalance in the formation of the urban development of the city through FDI. Understand at what level the disruption of the Abidjan real estate market is located and then measure the consequence of the behavior of private actors (FDI).Three data collection techniques were adopted. First, documentary research, because this constitutes an alternative source of information collection. Next, direct observation of the real estate environment in Abidjan and a survey in the form of a questionnaire carried out among around thirty real estate companies and among households. Finally, a quantitative and qualitative analysis was made to measure the impact of variables and factors related to the Abidjan real estate market.After processing the data, our analysis highlights the variables linked to FDI and their correlations with the real estate market and the evolution of urban policy. A conclusion takes up the key points of our study and recommendations are made to provide our vision on the market and solutions on its evolution.Ville stratégique de l’économie ivoirienne, Abidjan connaît une accélération démographique et urbaine sans précédent depuis 1960. La capitale se présente comme la principale ville urbaine de la Côte d’Ivoire. Son positionnement géographique, économique et démographique nous ont guidé dans notre observation du marché immobilier.En effet, la transformation urbaine de la ville d’Abidjan s'est vue accélérée pendant la période dite du miracle ivoirien. Ce nouveau rythme d’évolution a créé un marché de consommation dynamique à Abidjan et surtout, un marché immobilier en pleine croissance. Le regroupement des agents économiques dans la capitale va créer d’une part un besoin de réorganisation de l’espace urbain. D’autre part, il conduit la croissance économique dans un contexte favorable à l’investissement de manière globale et à la stimulation du marché immobilier de cette ville. Ce dynamisme économique et urbain va obliger l’Etat à chercher des capitaux pour le financement de la politique d’urbanisation et l’optimisation de l’espace dans la ville d’Abidjan. Dans sa démarche, l’Etat ivoirien va faire appel aux IDE pour répondre à cet objectif structurel. Pour comprendre notre étude, il est nécessaire de contextualiser le cadre de notre étude sur le plan économique mais aussi sur le plan historique.La croissance économique de la période du miracle ivoirien (1960-1980), fortement stimulée par le flux de capitaux extérieur, va très vite montrer ses limites. Au début, le marché sera contrôlé par les entreprises dites publiques ou semi publiques. Mais par la suite, l’insuffisance de l’Etat à produire des logements afin de répondre au besoin immobilier grandissant va obliger l’Etat à céder le marché à des acteurs extérieurs privés. Cette gestion du développement urbain de la ville d’Abidjan va engendrer d'énormes conséquences. De nombreux quartiers et habitations vont naître. Par la suite, les prix vont connaître une flambée sans précédent, engendrée par la spéculation foncière dans la ville d’Abidjan. Celle-ci sera concentrée dans certaines zones de la ville d’Abidjan dans un premier temps, puis s’étendra vers d'autres zones géographiques de la capitale économique.L'objectif de cette thèse est de connaître l'ampleur et l'insuffisance de logements dans la ville d’Abidjan causée par l’impact des investissements directs étrangers sur le marché immobilier ivoirien. Pour atteindre cet objectif, il était nécessaire de faire l'inventaire du marché immobilier abidjanais en décrivant l'évolution de ce marché. Ce travail s’est fait en décrivant la demande et l'offre de logements à Abidjan depuis 1960, et en déterminant les facteurs et l'impact du déficit du logement dans la ville d’Abidjan.Ensuite, de circonscrire les acteurs, les politiques de logement menées depuis 1960 à aujourd’hui afin de comprendre le déséquilibre dans la formation du développement urbain de la ville à travers les IDE. Comprendre à quel niveau se situe le dérèglement du marché immobilier abidjanais puis mesurer la conséquence du comportement des acteurs privés (IDE). Trois techniques de collecte des données ont été adoptées. En premier lieu, la recherche documentaire, parce que cela constitue une source de collecte d’information alternative. Ensuite, l'observation directe de l’environnement immobilier abidjanais et une enquête sous forme de questionnaire menée auprès d’une trentaine de sociétés immobilières et auprès de ménages. Enfin, une analyse quantitative et qualitative a été faite pour mesurer l’impact des variables et des facteurs en relation avec le marché immobilier abidjanais.Après traitement des données, notre analyse met en exergue les variables liées aux IDE et leurs corrélations avec le marché immobilier et l’évolution de la politique urbaine. Une conclusion reprend les points clé de notre étude et des recommandations sont faites pour apporter notre vision sur le marché et des solutions sur l’évolution de celui-ci
